Quick Answer
Lash order fill rate measures the share of wholesale orders fulfilled completely under a documented rule, usually without a backorder. Before calculating it, define whether “filled” means the whole order, each order line or each unit. Use eight checks: measurement level, promised event, reporting period, eligible demand, backorders, substitutions, data cut-off and corrective action.
If the received order is incomplete, apply the short shipment quantity checks before the service failure is added to the fill-rate record.
A percentage is only comparable when both parties use the same definition. An order-level result can fail because one curl or length is missing even when most units ship. A unit-level result can look high while many customers still receive incomplete orders. Report the chosen measure beside the result.

Define Lash Order Fill Rate Before Measuring It
Oracle Warehouse Management documentation describes fill-rate reporting across allocated, packed, shipped and cancelled quantities and provides both order and SKU-level views. Oracle JD Edwards documentation defines order fill rate as orders shipped without a backorder divided by orders placed.
These are useful reference models, but a buyer must still define the event being measured. “Allocated” is not necessarily packed, “packed” is not necessarily shipped, and “shipped” does not automatically mean delivered on time. Choose one event and keep it consistent.
For wholesale lashes, identify whether a partial shipment, approved substitute, split location or delayed private-label package counts as filled. Preserve the rule in the supplier scorecard instead of deciding after seeing the result.

Choose the Correct Fill-Rate Formula
Use one or more measures, but never merge them into one unlabeled percentage:
- Order fill rate = complete orders without backorder / eligible orders placed × 100.
- Line fill rate = complete order lines / eligible order lines × 100.
- Unit fill rate = units filled / eligible units ordered × 100.
An order can contain five lines and 1,000 units. If four lines ship completely and one 20-unit line is backordered, the order fill rate is 0% for that order, line fill rate is 80%, and unit fill rate is 98%. All three are mathematically correct, but they describe different service outcomes.

The 8 Lash Order Fill Rate Checks
- Select the measurement level. State order, line or unit fill rate and report separate measures when needed.
- Define the fulfillment event. Decide whether the checkpoint is allocation, packing, shipment or another recorded milestone.
- Fix the reporting period. Use a clear order-date or required-date window and prevent one order from appearing in two periods.
- Define eligible demand. Document how cancelled, fraudulent, duplicate, sample and test orders are handled.
- Control backorders and splits. Decide whether any backordered line fails the whole order measure and how split shipments are recorded.
- Control substitutions. Count a substitute only when product specification, packaging and customer acceptance are documented.
- Reconcile the data cut-off. Confirm order, allocation, pick, pack, ship, cancellation and return records are posted through the same cut-off.
- Connect failure to action. Classify the cause, containment, owner, due date and effectiveness check instead of only reporting the percentage.
Worked Wholesale Lash Example
Assume a buyer reviews 100 eligible wholesale orders in one month:
- 92 orders shipped completely without a backorder.
- 8 orders contained at least one backordered line.
- Total eligible order lines: 420; complete lines: 404.
- Total eligible units: 12,000; units filled: 11,820.
The results are:
- Order fill rate: 92 / 100 × 100 = 92%
- Line fill rate: 404 / 420 × 100 ≈ 96.2%
- Unit fill rate: 11,820 / 12,000 × 100 = 98.5%
The unit result looks strong, but eight customers still received incomplete orders. The buyer should identify the exact missing SKUs, locations, packaging versions and causes before deciding that service performance is acceptable.
Separate Fill Rate from Timing and Quality
| KPI | Main question | What it does not prove |
|---|---|---|
| Order fill rate | Was the complete order fulfilled under the rule? | That it shipped on time |
| Line fill rate | Were complete lines fulfilled? | That every order was complete |
| Unit fill rate | What share of ordered units was filled? | That high-priority SKUs were available |
| On-time ship rate | Was shipment ready by the promised date? | That the order was complete |
| Receipt acceptance | Did received stock meet quantity and status requirements? | That the supplier filled every original order |
Use the lash packing list checklist to verify shipped quantities and cartons. Use lash incoming inspection to keep fulfillment quantity separate from accepted usable quantity.

Investigate Fill-Rate Failure by Cause
Do not assign every failure to supplier production. A backorder can result from late authorization, an outdated forecast, incorrect system inventory, quality hold, package-artwork delay, allocation to another channel or a shipment discrepancy.
Run a lash stockout root cause analysis for the exact unavailable SKU. Check the approved lash demand forecast, lash safety stock and lash reorder review before changing order quantity or buffer.
Where inventory exists at another location, use lash inventory transfer control rather than creating an informal move. A transfer can contain current demand, but it should not hide a repeated planning or supplier-execution problem.
Use Fill Rate in Supplier Review
Add the agreed measure to the lash supplier performance scorecard. Preserve the underlying order list so a monthly percentage can be traced to exact purchase orders, SKUs and backorders. Review trends, not only one unusually large or small order.
For private-label orders, keep product availability and packaging availability visible. Finished lash trays may be ready while customer-specific boxes, labels or inserts are delayed. Report the actual constraint instead of presenting one combined “not filled” reason.
Frequently Asked Questions
What is lash order fill rate?
Lash order fill rate is the percentage of eligible wholesale orders fulfilled completely under a documented rule, commonly without a backorder. The definition should state whether fulfillment is measured at allocation, packing or shipment and whether approved substitutions or split shipments count.
How is lash order fill rate calculated?
Divide the number of complete eligible orders without backorder by total eligible orders placed, then multiply by 100. Also report line or unit fill rate when partial orders matter. Keep the reporting period, cut-off and eligibility rules consistent between comparisons.
What is the difference between order, line and unit fill rate?
Order fill rate requires the whole order to pass. Line fill rate measures complete order lines, while unit fill rate measures filled units. A small missing line can fail an order while leaving unit fill rate high, so buyers may need all three views.
Does a substitute count as a filled lash order?
Only when the buyer's written rule permits it and the customer accepts the exact substitute. Confirm curl, thickness, length mix, fan format, packaging and quantity. An unapproved alternative should remain a service exception, not be counted as successful fulfillment.
Is fill rate the same as on-time delivery?
No. Fill rate measures completeness under the selected event, while on-time performance measures timing against a promised date. An order can be complete but late, or on time but incomplete. Report the measures separately and investigate both when service fails.
How should a buyer improve a low fill rate?
Identify the exact failed SKUs and classify demand, ordering, inventory, quality, packaging, allocation, supplier and logistics causes. Apply immediate containment, then assign corrective action. Do not increase every SKU or safety-stock level until the root cause is verified.
